I've seen, read and heard so many conflicting ranges about these values I'd thought I'd ask on here if anyone knew.

I was told years ago when I 1st got it, that a "normal" range was from 4mmol/L to 8mmol/L and anything over was not OK.
On my test strips box it says this:

(L) 2.1mmol/L - .2.7mmol/L
(N) 6.7mmol/L - 8.4mmol/L
(H) 18.8mmol/L - 23.5mmol/L

My meter's default reading for a high is anything over 13.mmol/L

There are conflicting views on 'normal'. My view is that a non diabetic fasting blood sugar should be 4.8. Up to 7.8 after a meal is fine, but even a non diabetic would probably go higher if they ate large amounts of sugar (e.g. An entire family bag of haribo, I have seen it happen!).
