Wheelchairs and exercise

My husband has fibromyalgia and chronic fatigue, so any exercises causes extreme pain not to mention puts him in bed . He has seen a physio who gave him some gentle exercises to do but he’s not been able to do to many of them . Even raising his arms causes pain . He use to use a manual wheelchair to go out in but became unable to us it by himself so now has a power chair . He can walk short distances but gets pain in his legs .
 
Pertinent to this thread imo, Panorama tonight (wednesday) at 9 o'clock 'Crisis in Care'. When you can't even get personal care how are you supposed to get help with adjunct care like exercise or social interaction?
