With the rise of T2 Diabetes why aren't food companies required to put the GI index on Carb rich foods like bread?

From my own experience the only bread that sends my bgs through the roof quickly are the cheapest white breads like the ones you get in a Mcdonalds or other takeaways , ultimately they all end up as glucose wether their white , brown seeded or not .
