Looking back at your 1st ever post, you stated that you were a T1 and I assume the diagnosis hasn't changed.
The basic theory is that you can keep eating whatever you want and simply inject insulin to cover the carb content etc.
I had a lot of issues with this and have found my diabetes much easier to manage with a smaller carb intake of around 150g per day and sometimes much lower.
So whether you cut out carbs is up to you and how your body reacts to them. Keep testing and see what happens when you eat pasta and rice. With pasta in particular, I can find my glucose level starting rise upto 4hrs after eating, so that's something extra to watch out for
