I do not have diabetes
I've just been looking at Sainsbury's Beef Jerky and the nutrition information says that there are 21.9g of carbohydrate of which 18.9g are sugars in 100g of beef jerky. The Tesco Jerky is much the same. Can this be right? I thought Beef Jerky was just dried out beef which should be pure protein?

It can certainly be right - if the Jerky has had a cure or flavouring applied to it. Not all Jerky has this though, e.g. MyProtein beef jerky is 3.8g carbs per 100g.

Look at Biltong instead, generally it has lower carbs than Jerky.
