in order to stop the car but where? so that i can keep dad safe so that i can keep safe if my dad is low or high and if police stop us what should i say and will they arrest the driver

Without knowing what medication he is on, everyone will be guessing at answers.

No-one can answer your question without knowing what meds he is on and whether he tests before he drives. On certain meds it is a legal requirement to test before driving.
