Clear Post Prandial Target

Just wondering what the target is for blood glucose after meals. I've just started using a CGM which is showing me loads, now I'm trying to work out what's 'OK'.
The NICE guideline of 8.5 at least 90 mins after eating makes no sense. The following day is 'at least 90 mins after', wait long enough and it will be low. Is there no initial high limit?
Is there a clear 'Never more than 'X', and back down to normal within Y mins' type guideline
2 hrs seems to be a common test point, but I often seem to still be slowly rising at 2hrs.
 
I personally aim for the two hour reading to be no more than 2 mmols/l above the before meal reading but never above 7.8 mmols/l. That is what I’ve decided are my targets from reading around the forum for some years, personal experience and successful control of my diabetes.
