It is receiving glucose readings, but I can only see them in the app. Are the readings supposed to come up as notifications on the Lock Screen and banners?

Not that I'm aware of, though alerts will sound even if the app isn't open. You can send also display the results on some smartwatches via the dexcom follow app. I use a fitbit versa 2 with a "glance" watchface.
Having said that, I'm using a samsung, if you are using an apple it may be slightly different.

If you want on screen notifications you need to permission these via iPhone Settings > Dexcom G6 > Allow Notifications. But will only tell you there's a notfication - you will need to look at the Dexcom App to see the actual BG level.
