It seems you mentioned you had some tingling in your Right foot so they checked your pulses in your foot, to be sure your blood flow was OK, ie 'palpable (felt) dorsalis pedis (one of the arteries) and posterior (to the back) Tibial pulses' so, on checking main arteries, the doctor could feel the pulses in these two arteries - good news!

You seemingly have a small area above 'Right 5th MTJ' - on your Right foot, 5th (on the side of little toe) MPJ - Metatarsal Phanangeal Joint (where the base of the toe joins the foot, ie if you had a little bunion on little toe, that would be on 5th MPJ)

So, just above this area, on your little toe, your sensation was tested and showed to be slightly less sensitive than the equivalent area on Left foot. The little piece of wire thing used to test sensation in your foot was a 10gm monofilament - just a particular weight/size, ie just a light touch, not a sharp needle, for instance.

Reflexes were normal and feeling vibration tested normal.

My opinion only, of course (retired Orthopaedic Nurse, hence some familarity with the terms above)
