Have you tried Occupational heath Yet ?
You will find there are two branches so don't get confused

1)
Ask GP / Dist Nurse to ask for the NHS Occupational heath team to call out
will provide personal items and small items for your mum. all on the NHS
example I had Adapted cutlery ,bath lift personal .Emg call pendant Linked to phone, wheelchair.Big Button Phone, loads of other helpful equipment ,

2)
The GP /Dist Nurse /or You can self refer to: local councils
Social Services Occupational heath officer to provide lager items and adoptions to House
example Grab rails ramps stair lift walk in shower room, electric front door, door ways made wider ,Personal help Carers ect

Both will call out and give your mum an a assessment of need to see what they can offer also
will put you in contact with other helpful groups in your area

You will be surprised at the amount of things both can help you with
Both you will need to chase up ,, Like all dept are over worked

Hope that is of some help
