Type 2 Does fasting BG lead to high readings

My husband has high morning readings, higher than night before (is this dawn phenomenon?), then the other day I told him to check and the reading was 12 ish, he ate a banana and it came down, does this mean he should eat more frequently, he loves to snack on fruit, sometimes he seams to be constantly eating, and then he will go hours without eating, how will these rises effect his hb1ac

The dawn phenomenon is where your liver releases stored glucose to help you start the day, so that more than likely explains your husband's high morning levels.
Fruit and especially Banana are high in sugar so doubtful that they could reduce your husband's levels and would be more likely to raise them.
The Hba1c is your average blood sugars over the last 2 or 3 months, so yes the longer you spend with high levels the higher your Hba1c will be.

I find that a small amount of carbs with my first meal stopped my blood glucose continuing to rise in the mornings - perhaps the carbs in the banana acted the same way, causing insulin to be released to remove glucose from the blood - assuming your husband is type 2. Eating constantly, and eating fruit is not good for most type twos.
My routine is to eat early in the day and then again in the evening, and I have a couple of cups of coffee with cream. Other than that, I do not eat. It seems to work.
 
From eating bananas I ended up on Metformin. with a hba1c of 58.4 mmol/mol.
 
When I asked him to do the test was about 2 pm 12.7, then 40 minutes after eating he retested 12.3, he was generally getting, 6's - 8's, but over last month have been 10+, his before eating is generally high,
