Unfortunately that is mixing up the US units and the ones used in the UK the conversion factor is 18, but that is for measuring the blood glucose level at a particular moment, not the Hba1c test.
My Hba1c was 91 at diagnosis and I was told that I was a very bad diabetic. I had been following a diet sheet low in fat and high in carbohydrate, which was, and still is, very wrong for me.
My glucose level at diagnosis was 17.1mmol/l - so, knowing a bit about scientific things thanks to grammar school and the Open University and carbs thanks to Dr Atkins, I went low carb and was back at the top end of normal for Hba1c in 6 months - my day to day levels were normal within a couple of weeks, but I have been told that it can be dangerous to go low carb so abruptly as some people can develop problems with their eyes.

I wouldn't worry about how high your HBA1c is at diagnosis. The important thing is to follow an appropriate diet, probably low carb/high fat, get a test machine and use it. Do a finger prick test before you eat and then one hour and two hours after you have eaten. Experiment with foods until you find ones that raise your blood glucose by less than two points. (EG: If the BG reading is 6.8 before you eat, try to keep it to no more than 8.8 after you have eaten). We are all different, so things like potatoes may be a no no or you might be able to eat them sparingly. There is lots of advice on this site to guide you to a good diet. Good luck.
