Normal HbA1c is around 38 mmol/mol. Almost everyone who isn't diabetic has an HbA1c somewhere between 36 and 41 - see the graph attached. That shows HbA1c for people who are not diabetic.

You will automatically be diagnosed as type 2 diabetic if your blood glucose reaches 48 mmol/mol - but it's already a long way out of normal range by then. My diabetic symptoms started when my HbA1c was around 43 or 44, and as far as I'm concerned I was already diabetic at that point. Thing is that different people react to elevated blood glucose in different ways. Some seem to be able to tolerate it, some (like me) can't cope with even a slight rise in BG.

If you read around on the forums you'll see that people have had HbA1c results well above 100, so what anyone thinks of as high is always going to be relative.
