I don't think anybody has an outright answer to that question. I think it is different for different people with different BG levels.
Personally The only way I can control both peaks (measured at 2hrs after first bite) and the average BG is by controlling the rise from each individual meal.
Which I did using Low Carb eating and my trusty BG meter to find out which foods are OK, adjusting what I ate accordingly.
I have been in T2D remission for over 2 yrs now.
