I sort of bumped into this service yesterday, whilst looking for something. Today The Times has run an article on it, although it is behind their subscription paywall.
For those looking to do some interim tests, but could prefer to stay within the NHS, it could be useful. The idea is to utilise the NHS labs and equipment at night, when they are qieter.
Of course, the current menu of tests looks very limited, but I daresay if it proves popular, it could perhaps (total speculation on my part) be expanded.
