If you mean, "order on line for a repeat prescription", that depends on your surgery (or 'practice'. It's called the doctor's practice over here - but they are qualified and experienced  ) Some practices have this facility, others don't. I order my repeat prescriptions by phone, and they review my medications (not just for diabetes) every 6 months.
Not quite sure what you mean by 'the flower one'. Register with the GP who's most convenient for you - they'll usually go through a nearby chemist. You'll discuss your needs with the GP; it's usual to get things on a monthly basis, but I think Type 1s may be different, may be able to get more at a time. I'm Type 2 and get my repeat prescriptions monthly, but a Type 1 should be along shortly to explain better than I can.
You may be given an appointment with a diabetes consultant at the local hospital Diabetic Clinic, and they may handle your Annual Reviews etc. We also have Diabetic Specialist Nurses who are usually very good - usually!
If you're working here or are a student, everything should be free for you, but there may be exceptions that I don't know about, depending on your status.
