There is no Law.....it is tradition and custom where I come from, the UK, West Mids, many other people use it too. It is clear in my link from a Kent School and what Sue has posted that it ends at 12 noon. What the American's do is a matter for them........ :roll:

April Fool’s Day has all the characteristics of a renewal festival. For one day forms of behavior that are normally not allowed (lying, deception, playing pranks) become acceptable, and yet the disorder is bounded within a strict timeframe. Traditionally, no pranks are supposed to be played after 12 o’clock noon of the first. Social hierarchies and tensions are exposed, but hostility is defused with laughter.

Why does the tradition expire at noon?
That feature probably relates to the customary boundaries of the old renewal festivals, which limit the mayhem to a very strict timeframe. The source of Britain's deadline might be the 17th century's well-named Shig-Shag day, when celebrants put oak sprigs in their hats to show loyalty to the monarchy, in reference to Charles II's hiding in an oak tree. Those who failed to observe the custom could only be ridiculed until midday. These days, anyone who plays a prank after noon is supposedly an "April fool" themselves; this nice observation may not seem so crucial to anyone who has been custard pied at 12.01pm, but it distinguishes our version of the ritual from that found in other countries.

Until the latter part of the 18th century, time was normally determined in each town by reference to a local sundial.
local times for London, Birmingham, Bristol and Manchester, could differ by as much as 16 to 20 minutes

Reckon my sundial was out tad then
