I can't answer your question because there's too little to go on. Blood sugars are often high in the morning due to Dawn Phenomenon (a liver dump), low at night due to overshot insulin... So maybe improve carb counting AND adjust your basal insulin? Do I win a prize if I get it right? ;)

Seriously though.... You're asking an either/or question with a lot of information missing about what type you are, what your regime is (medication) and whatnot, and asking a lot of people with a variety of types of diabetes... Any answers you get could potentially kill you. So don't follow anything anyone says blindly, okay? Because there's too little info for us to say anything actually useful.
