I'm asking for a child of mine, though in their 20's. OCD itself affects managing diabetes in an indirect way. It makes your world smaller so some things become much harder to do. For example going out and taking exercise, or visiting clinics etc. One form of treatment for OCD is to use Sertraline, which itself takes a number of weeks to work. Unfortunately it does appear to make blood glucose levels more erratic (more Hypo's at night, higher than expected levels in the day). What we don't know is whether these effects are temporary or the erratic behaviour persists as long as the drug is being taken.
