Yes, you need to see what your basal insulin is doing to your blood sugar without the influence of Novorapid or food. You need to be in a good range at the start of the test and with no food or Novorapid still active. Obviously if you keep going high during the basal test, then you would need to consider adjusting your basal dose.

If you are having to correct bg levels while basal testing, your basal level is set wrong.

The principle is that you start in the 5-7mmol/l range with no active fast acting insulin in your system and no food and the aim is to remain in that range using only basal insulin (hence no food, as this is what should happen). If your BG level increases or decreases by more than 1.7mmol/l when fasting like this, then your basal level is not correct.

Please can you explain what you mean by "my basal insulin?" Do you mean the Lantus that I take once a day in the evening at 6pm?
 
I think you need to stop eating so much sugar for a start. That's the sort of short acting, spikey carb which will prove difficult to control. You need to balance your carbs with the profile of your insulin - aim for mid GI foods. Anything too long acting and your NovoRapid will have an effect first and your levels will drop. Vice versa, pure sugar will beat the insulin and raise your levels too quickly.
Managing diabetes isn't about perfect. You seem to be fixated on the exactness of measuring. If things aren't working, try something else - adjust your levels and see what works for you. We're all different and you have to get a general feel for it and adjust as necessary. But cut out the sugar. It's easy to do, it will help your control and you will actually taste things.
