When it says 8.5 or below at least 9Omins after first bite, does it mean that reading that is around 10 at 6Omins and 75mins is generally ok?

I believe the 8.5 at at least 90 minutes is too generous a target. Double figures is never a good idea, at any time. However, the post meal reading is very dependent on the pre-meal level. The rise from before to after should not exceed 2mmol/l and preferably less. If you start at 8 then you can expect to be 10, but if you start at 5, then 10 is not acceptable, in my opinion.

If by "normal people" you mean non-diabetic people, it has been known. It would very much depend on how many carbs they ate. My non-diabetic husband rose to 11 after stuffing himself with a full roast dinner including loads of spuds, gravy and yorkshire puds, followed by a home made rice pudding. So yes, it can happen, but doesn't mean to say it is advisable.
 
Yes by normal people I meant diabetic people. My nurse told me a rise in the high teens is not uncommon in “normal” people.

Maybe they are very insulin resistant and on their way to diabetes without knowing it at the time? High teens is not normal, for anyone.

Have you tried testing some of your "normal" family/friends?

My ‘normal’ husband and adult kids won’t let me test them! Spoil sports!
 
Mr B has always been strangely reluctant to act as a pincushion. Spoilsport.

However, 3 years ago I ‘got him’ at 1 hr after around 200g of fudge.
He was 6.6mmol/l
That is what I call a ‘normal’ reading.

If i heard of anyone going over 11mmol/l at any time, I would be encouraging them to make a doc appt for a checkup.

And I used to hear of people being automatically diagnosed as type2 if a single random reading was higher than 13.
Things are a bit more formal now, and docs usually want a couple of HbA1cs over 48, a couple of weeks apart before issuing a diagnosis.

I think it made sense but I dun think public health organisation will implement difficult to achieve targets for average patient. In my country, testing with glucometer at home is not even a norm.
