I have been type 1 diabetic for 21 years and have developed skin tags under my arms and neck and groin area,is there a cure from the doctor for this or do I have to see my diabetic consultant

Your heading says what we often find in Type 2 diabetics. Namely that skin tags tend to be associated with Insulin Resistance.
However, you are Type 1, so the usual remedy for a Type 2 (reducing Carbohydrates eaten) is much trickier for you since carbs need to be balanced again the units of insulin you inject, thus you need to talk to your health care provider about it.

Back in the last century I used to get tags - lots of them - At one time my GP was cutting them off as I was snagging them and bleeding several times a week.
Now that they have deigned to tell me I am type 2, I have been able to deal with them by reducing my intake of carbs right down, but I have always had problems with carbs. These days there are no more tags. Not one, though lots of tiny scars.
As you are type 1 there is a lot more to consider, but I strongly suspect a connection to diabetes than to any other medical condition.
I'd have much rather have had an earlier diagnosis than bits snipped off.
