All digestible carbohydrates come from plants. Modern plant varieties have been selectively bred to increase their starch yield. The traditional grains that we eat are all in the 70% to 80% starch range. Quinoa is lower at about 55%. I haven't looked up the more exotic ones.
Root vegetables also contain carbohydrates. That's potatoes and parsnips ANd carrots [which contain sugars.]
some vegetable which look like roots are not and don't contain much carb eg Kohl Rabi and celeriac. In both these the "bulb" is a swollen stem.
Pulses peas, beans and lentils contain carbs, but less than grains. Nuts and seeds also contain varied amounts of digestible starch.

Why do you want to eat starchy carbs? the termis a scientific nonsense anyway. The name carbohydrate refers to a large class of organic chemical compounds made up of carbon , hydrogen and oxygen. some of the subcategories of carbohydrates are;- sugars, starches, inulin, cellulose. some are digestible, some not and some raise blood glucose [a carbohydrate] if you eat them.
Thus breakfast cereals ARE NOT carbs. they are foodstuffs which contain carbs.
