I have told you about similar occurrences with my surgery, it is awful.
When you do go, get the reptionist, and don't forget the evidence of your hearing etc. Or a member of staff, probably the surgery manager, to give you a way of communicating, even if it is snail mail.
You have every right to have this.
There must be in your local health authority, a method of communication to satisfy your needs.
Don't let them fob you off.

Yes you have. And like you I received a communication from the surgery, in my case by no reply text, about meds saying that I had to buy my own pain killer analgesic cream, and they were not supplying it any more. It had been prescribed by the hospital for my arthritis. And that I could buy it myself over the counter. I tried, and was told it was prescription only. I did use snail mail, but no reply from the surgery. So that is another thing on my list when I go in...l have a month to add to my list....

Don't let them fob you off." Oh I agree, but I fight/battle/ask and get a line of communication, then weeks later it is withdrawn.
