That's similar to what my meter manual says, not to worry about the occasional reading of 11. It's only when it becomes regular that you should see the doctor. my doctor says not to bother him unless it is repeatedly in the 15s.
However, the fact is that higher levels are going to cause problems later on in life so it is expedient to keep them as low as possible. I think the advice on this site is to aim at keeping the post meal reading below 8.5. I however get a mild sense of panic at over 7.0. The main thing is to find a diet that suits you, one that you can manage easily and feel happy with and also some sort of exercise routine. If you are under 10 whilst you discover all that, then you can start to think about fine tuning your regime to get it lower.
