Have you tried putting pork scratchings between baking sheets and rolling it with a bottle of Beerenburg?bought pork panko crumbs ( stupidly expensive but I can never grind pork scratchings properly myself, I end up with a mush at the bottom of the blender and lots of hard lumps above)

I seem to remember this worked pretty well but I'd forgotten about it.
(I guess you could use a bottle with a different type of booze as well but I haven't tried so not sure. Or you could use a rolling pin if you own one, which I don't.)

Both pickled herrings and kippers are completely different in flavour and texture from this Dutch salty herring. I like the taste of kippers but I do agree on the bones aspect.
